The Australian Building Codes Board (ABCB) is responsible for the National Construction Code (NCC) which comprises the Building Code of Australia (BCA) and the Plumbing Code of Australia (PCA). It is a joint initiative of all three levels of government in Australia and was established in 1994. The ABCA oversees the development and implementation of the BCA and addresses issues of safety and health, amenity and sustainability in the design, construction and performance of buildings.

In addition to the NCC guidelines, every construction must comply with council guidelines which vary between local government areas and states. Local councils and private certifiers are responsible for the implementation of the NCC and council by-laws. This may include distances and set-backs from boundaries, what proportion of the block which can be built on, and aesthetic considerations such as styles, colours and heritage preservation requirements.

Some homeowners would prefer to proceed with their building project without council approval, however it is important to recognise that the guidelines are there to ensure that all property developments protect urban amenity as well as sound building practices.
